Membership Information

Membership on the Council is by appointment and is open to individuals interested in fostering the availability of high quality, affordable early care and education services throughout Santa Barbara County.

The Council is mandated to have a minimum of 20 members, nominated by the Council and approved by the Board of Supervisors and the County Superintendent of Schools. Council members must represent the following specific categories and distribution:

  • 20% consumers: defined as a parent or person who receives, or who has received within the past 36 months, child care services.
  • 20% child care providers: defined as a person who provides child care services or represents persons who provide child care services.
  • 20% public agency representatives: defined as a person who represents a city, county, city and county, or a local education agency.
  • 20% community representatives: defined as a person who represents an agency or business that provides private funding for child care services, or who advocates for child care services through participation in civic or community-based organizations but is not a child care provider and does not represent an agency that contracts with the CDE to provide child care development services.
  • 20% appointed at-large: the remaining 20 percent are to be appointed from any of the above categories or outside of these categories at the discretion of the appointing agencies.

Above and beyond these requirements, every effort has been and continues to be made to have the Council be representative of the rich diversity of the entire County.
