Overview: Accountability Planning 2020-2021
In March 2020, the U.S. Department of Education approved California’s request to waive statewide accountability and reporting requirements for the 2019–2020 school year.
Senate Bill (SB) 98 established that the Local Control and Accountability Plan (LCAP) and an annual update to the LCAP are not required for the 2020–21 school year and that the California Department of Education (CDE) shall not publish the California School Dashboard in December 2020 based on performance data on the state and local indicators. SB 98 supersedes the requirement to develop and adopt an LCAP by December 15, 2020, which was established by Executive Order N-56-20, published in April 2020.
SB 98 also separates the development and adoption of the Budget Overview for Parents from the development and adoption of the LCAP for the 2020–21 school year. The legislation requires that the Budget Overview for Parents be developed and adopted by December 15, 2020. The requirement to hold a separate public hearing and adoption at a public local governing board meeting consistent with California Education Code (EC) Section 52064.1 of the Budget Overview for Parents remains. The public hearing and adoption can take place on the same date.
SB 98 establishes California EC Section 43501 through 43509 and the Learning Continuity and Attendance Plan (Learning Continuity Plan) requirements for the 2020–21 school year.

Budget Overview for Parents
The Budget Overview for Parents is a document that describes a district’s, or Local Educational Agency’s (LEA’s), revenues and expenses, especially as they pertain to Local Control Funding Formula and money targeted to support low-income students, English learners, foster and homeless youth. As much as is possible, the document should use language and graphs that all readers are able to understand.
Normally, an LEA develops its Budget Overview for Parents in conjunction with the district LCAP. However, for the 2020-2021 school year the Budget Overview is a separate document. SB 98 separates the development and adoption of the Budget Overview for Parents from the development and adoption of the LCAP for the 2020–21 school year. The legislation requires that the Budget Overview for Parents be developed and adopted by December 15, 2020. 2021-2024 Local Control Accountability Plan (LCAP)
The LCAP is a three-year plan that describes the goals, actions, services, and expenditures to support positive student outcomes, while addressing state and local priorities. The LCAP provides an opportunity for local educational agencies (LEAs) to describe how and why programs and services are selected to meet student needs within their local context. All required components of the plan must be posted as one document using a template, which links below.

CA School Dashboard
In June 2020, Governor Newsom approved Senate Bill (SB) 98, which prohibits the California Department of Education (CDE) from publishing state and local indicators in the 2020 CA School Dashboard. Therefore, the
2020 Dashboard will report only the following information:
- Local educational agency (LEA) and school details (e.g., LEA/school address)
- Student population data (e.g., enrollment data)
- A link to DataQuest or a CDE web page that reports the 2019–2020 data collected in the California Longitudinal Pupil Achievement Data System (CALPADS) (e.g., graduation data)
Local indicators will not be collected and reported in Fall 2020 as planned. LEA staff will take stock of and report on these indicators later in the 2020-2021 school year so information can inform Local Control Accountability Plans.
