Local Control and Accountability Plans (LCAP)

About Our Plan & District Plans

Assembly Bill 97, Senate Bill 97 and Senate Bill 91 introduced a Local Control Funding Formula (LCFF), which simplifies spending requirements while promoting greater transparency and local accountability.

Each Local Education Agency (LEA), or district, must solicit input from Educational Partners to develop a three-year plan and measure success in 8 priority areas that facilitate high-quality educational programs, using the state template. This newly required Local Control and Accountability Plan (LCAP) is the vehicle for communicating the district’s goals, priorities, services, and actions. Districts must report on progress and update plans annually prior to budget adoption.

A comprehensive explanation of the school funding system has been provided by the California State Legislative Analyst’s Office (Overview of LCFF).
