Clear Administrative Services Credential Program
CASC Program Overview
Candidate Information
Eligible candidates apply to the CASC program in advance of the first class. Applications are available on our website starting in the spring prior to the next program year, and all districts in our county receive the program flyer, and a link to our website, along with the Candidate Application and Coach Application, in the spring prior to the upcoming program year.
Applications are processed up until the first course in September and, in the unusual circumstances of a late hire, up until the second course. Applicants receive personalized notification of entry into the program along with information about how to log in to the SBCEO Online Classroom, where they will submit all their assignments over the two years of the program.
The CPSELs support a strong commitment to equitable outcomes and success for all students. Through readings, journaling, videos, scenarios, self-reflections, discussions with coaches, and assignments, you'll explore the CPSELs in depth.
Our CASC Program incorporates the Blended Coaching model as well as elements from other coaching frameworks, including Cognitive Coaching, and Coaching for Equity. You'll learn more about these elements throughout the two years of the program as you both receive coaching for 40 hours annually and learn how to coach the staff members in your care. We'll practice with the norms of collaboration, learn techniques for managing difficult conversations, and work with different models for bringing about transformational change.
Coach Information
CASC candidates are assigned a coach, who has a Clear Administrative Credential and three or more years of leadership experience, by their employing district/LEA. The coach must attend an orientation prior to coaching the candidate. The coach also attends courses with the candidate and provides the candidate with a minimum of 40 coaching hours per year, which are kept track of on a Coaching Log submitted throughout the year at regular intervals. Due to confidentiality and the non-evaluative nature of the coaching relationship, a candidate’s supervisor should not also be their coach.
Program Completion
- Content
Candidates who have completed all coursework, completed all assessments, and who have paid full tuition are eligible to complete a Credential Application and Verification of Work Experience form, which are handed out in class and received by the program director. The Program Assessment and Review Panel (PARP) reviews all candidates’ coursework prior to submission of the Application to the SBCEO Human Resources Department. The SBCEO HR Department affirms candidates’ eligibility for the credential and coordinates with the California Commission on Teacher Credentialing (CTC) regarding the final steps to apply for the credential. The HR Department and CASC Program Director work together to notify the candidate of their eligibility or any steps needed to complete the credential.
