Participating Quality Counts Programs will receive:

• A reputation as a high-quality early learning program and promotion as a quality program to parents who are seeking care.
• An official assessment and easy-to-understand information with specific, detailed quality improvement information.
• Ongoing support and training from experienced, knowledgeable staff, with a proven track record for helping programs improve quality.
• Access to professional development opportunities and trainings.
• Engagement with cutting edge research, best practices, information, and training resources.
• Financial resources and incentives for educational materials, equipment, and other resources.

There is no cost to programs for participating in the basic requirements of Quality Counts.

• Remain in good standing with California Community Care Licensing and notify your Coach immediately of any investigation or action being taken by CCCL against the site.
• Comply with all Quality Counts requirements, policies and procedures as outlined in the Participation Guide.
• Notify your Coach of any changes to program participation or eligibility. Meet with your Quality Counts a minimum of three times throughout the year.
• Continually work towards improving program quality and involve staff and families in the process.
• Participate in technical assistance sessions, meetings, trainings, and professional development opportunities relating to quality improvement.

• Through Coaching: Your Coach will provide honest & timely feedback, coaching, (individual and group) and technical assistance.
• Through Professional Development Opportunities: Your program will have access to many trainings related to Interactions, Inclusion, Social-Emotional Development, Multilingual Leaners, Family Support and Engagement, and much more.
• Through Data Collection: Your program will receive feedback through implementation of the CLASS assessment tool, by assessing the program's use of researched bases practices and by identifying program's strengths and areas for improvement. This information will be used to develop a Quality Improvement Plan (QIP) that reflects each Individual program’s needs and wants.
• Through Resources: Your program will have access to resources such as trainings, professional support, grant funding and critical updates from agencies such as the California Department of Education and the California Department of Social Services.
   

QIP stands for Quality Improvement Plan, which is intended to identify intentional program goals that align with each program's individual needs and plans. The QIP is developed at the beginning of the school year and will be used to support professional development and to inform training and resource needs.

CLASS stands for the Classroom Assessment Scoring System. CLASS defines teaching quality through the lens of interactions and provides the ability to measure and improve the interactions that matter most for children’s outcomes.

Quality Counts rates the quality of California State Preschool Programs (CSPP) on a scale of 1 to 5. Programs that are not tied to CSPP funding will not receive official ratings as of August 2025.     

Coaches are available to support with technical assistance that relates to quality improvement. In certain situations, your coach may direct you to other key resources and contacts such as CSPP Early Education Contract Analysts, CDSS Licensing Program Analysts, and local Community College faculty.

Our coaches will schedule with you far in advance, working around your programs' calendar and schedule to ensure that meetings are feasible.
